Q. Was there a requirement that Bishop Martin take this action?

There is no requirement that Bishop Martin move forward with the implementation of TC. This is solely his choice.

He could have sought an extension, given the newly elected Pontiff and any possible change of policy that might result.

There are many dioceses in which TC has not been implemented as severely as Bishop Martin plans to do now.

There are even dioceses in which the Fraternity of St. Peter or the Institute of Christ the King have been invited in, following the motu proprio.
